Because of early previews, we know that four Pokemon were complete, in some form, before 1997: Donphan, Ampharos, Slowking, and Hooh. As Hooh is the last of these in the 1998 backup, that means that all the Pokemon in that list before Hooh were likely also designed for the early build of Pokemon G/S. That isn’t to say all of these looked how they did prior to that; instead many of them might have been redesigned, and so we could be seeing in this batch pokemon replaced or redrawn anytime before the 1997 build was complete.
Still most of these pokemon are early, possibly designed for Pokemon Red and Green. Some might have been dropped from the game pretty early and some look quite rough and not fully designed before they were trashed. As far as patterns in these early designs, the main one is that many of these pokemon are still clearly the “Animal+” design we saw a lot in the early Red/Green like Seel, where you have a real-life animal with one small thing added to them. Those sorts of designs lead me to believe that a lot of these are leftovers from the first generation of games, and that most of these were dropped because of their relative simplicity. There’s also a substantial mythological basis for some of these designs, but unlike Generation I, they do not just draw from Japanese mythology. Instead, we see a number of Pokemon with Native American influences (probably all designed by the same person, likely Morimoto) and at least one with a Viking influence. There is a higher than average rate of Pokemon from this era not appearing in Spaceworld 97, hinting that they may have been from an earlier stage of the design, and the obvious mythological influences, alongside the “Animal+” designs, feel as though these were early brainstorming Pokemon, due to how unsubtle there themes are. These themes were either substantially toned down, they were made into more original animal designs, or dropped altogether.
